On Sunday, May 5, 2024, I, Officer Pavao, was assigned to marked unit East 3. Off-duty Sergeant Samir Messaoudi was shopping at Target, at 180 Somerville Ave. in Somerville. Around 7:30 p.m., he noticed a male suspect beside him selecting numerous bags and boxes of razors and placing them into a shopping cart full of other items. Subsequently, the suspect proceeded a few aisles down, stopped, and concealed the merchandise in his backpack. Exiting the store without payment, the male suspect was followed by the Sergeant, who observed him meet with a female previously seen within the store, along with a third male. Together, the group started sorting through items and placing them into bags.

The Sergeant contacted me by phone and relayed his observations, reporting the group's movement towards the train station. I responded to the area and stopped the three individuals near the intersection of Allen Street and Charlestown Street. Officers Lorenti and Barton, responded as backup. The identified male suspect, XXXX, was found in possession of stolen merchandise from Target, valued at $602.52, concealed within a reusable bag. I advised XXXX that I will be seeking a criminal complaint against him for Larceny under $1200 C266 S30/c.

The female initially provided false identification but was later identified as Reanna COBLYN, bearing three outstanding warrants for her arrest and found possessing stolen merchandise valued at $94.83. She was charged with receiving stolen property under $1200 C266 S60. The third individual, who initially provided false information, was identified as Carlos ORTIZ, with an outstanding warrant and found possessing stolen merchandise valued at $128.18. I placed ORTIZ under arrest, Officer Lorenti placed COBLYN under arrest. During a search incident to arrest, Officer Barton discovered a pouch on ORTIZ's waistline containing 23 baggies of packaged narcotics. Based on my training and experience the number of individually wrapped bags appear to intended for distribution purposes. Eight contained a brown powdery substance believed to be Heroin, and 15 baggies contained a white rocky substance believed to be Crack Cocaine, resulting in additional charges. 

Unit #200 was requested by Officer Lorenti, operator by Officer M. Canty, to transport COBLYN and ORTIZ back to Somerville Police Station to be booked in the usual manner by the shift commander, Lt. Capasso. The stolen merchandise was returned to the store, and the confiscated drugs were secured as evidence.
